Parking in Fore Street and lower North Street

The Parish Council is consulting residents about increasing paring restrictions in Fore Street and North Street.

ON STREET PARKING NEAR THE GLOBE AND ENGLANDS CORNER (JUNCTION OF SILVER STREET, NORTH STREET AND TURNPIKE)

As you may know the Parish Council has been looking at ways to improve on street parking arrangements near the Globe and England's Corner for some time. The goal has been to balance the needs of residents without off street parking with the need to maintain traffic flow particularly for buses.

The recent initiative to place hatching on the road outside Bartletts has not been successful and, if anything has encouraged parking on the narrow part of the road. The Parish Council has therefore had a meeting with Somerset Highways to look at alternative solutions and the only way forward seems to be to restrict parking completely along the sections of road from Little Bartletts towards Creedwell Orchard (see map).

At the lower end of North Street a single white advisory line was painted some years ago with the hope that motorists would not park too close to the junction. Unfortunately this has only been intermittently successful and often buses find great difficult in manoeuvring around the corner with Station Road. If this situation continues there is a chance that the bus service will be removed from the village and use the bypass instead. Again, the Parish Council has discussed this with Somerset Highways and the only solution would be for parking restrictions from a point opposite Cardscroft down to the Silver Street junction (see map).

However, before the Council formally contacts Somerset Highways to increase parking restrictions in the village it would like your views. If you have any thoughts about these proposals or maybe have alternative suggestions the Parish Council would like to hear from you. The Council will make its decision at its next meeting on 3rd September so if you wish your view to be taken account please contact the Clerk, Gwilym Wren in writing by midday on the 3rd at the address above or by email to gwilwren@aol.com . The meeting is open to the public and you are welcome to hear the debate..

Yours sincerely

Report on the July 2012 meeting of Milverton Parish Council

Creedwell
  • The Parish Council has instructed Foot Anstey to respond to the request to amend the S52 Agreement.
  •  Councillors noted that TDBC had withdrawn the request from the July Planning Committee meeting pending further consideration.
  •  Councillors noted that an application for Town and Village Green status over the Creedwell site had been lodged with SCC by the Milverton & Fitzhead Society.
Neighbourhood Plan
The Chairman reported that he had been in contact with TDBC  who had given him detailed guidance on how the Parish Council should proceed. The first step was a resolution which was duly passed. The Chairman will write back in detail to TDBC covering the points they have asked for.

Crime
PC Jo Jeffrey reported low levels of crime, vandalism and anti social behaviour particularly in the Creedwell car park. Some residents had request CCTV and the Parish Council has agreed to investigate the possibility.
The Clerk reported that the latest SCC speeding figures showed that approximately 40% of drivers through Milverton broke the speed limit at some point. She therefore agreed to put in a request for the Road Policing Unit to set up speed controls to support the Speed Watch volunteers.

Parish Volunteers
The Vice Chairman and the Clerk presented a suggestion to set up a Parish Volunteering group to carry out conservation or footpath tasks. They were invited to submit a detailed proposal to the August meeting.

Diamond Jubilee Accounts
The  Clerk reported that £1550 had been raised in donations and £802.43 spent net of VAT.  A proportion of the unspent funds will be returned to the Milverton Trust.

Code of Conduct
Councillors discussed the new Code of Conduct and will seek to adopt it at the August meeting. In the meantime the Chairman and Mrs Hoyle will act as a  sub-committee to assess what will need to be done and recommend a Code of Conduct and register of Interests for adoption.

Report on the Milverton Annual Parish Council Meeting
14th May 2012

Russell Jenkins was elected as Chairman for the coming year and Trevor Phelps elected Vice Chairman.

Councillors considered a request form the Tone Action Group to appear at the forthcoming Public Inquiry into the Foxes meadow development. It was agreed that the Parish Council would be prepared to give evidence in regarding traffic impacts on Milverton.

Councillors briefly discussed the proposal to amend the S52 agreement that dictates the access to the controversial Creedwell development. Noting that the consultation document and accompanying traffic report had not been formally received it was agreed to give a substantive response at the next meeting on 11th June.

The proposed Neighbourhood Plan was discussed and the initial meeting of the Steering Group took place immediately after the Parish Council meeting.

PC Jo Jeffrey reported a considerable escalation in shed burglaries and urged everyone to be vigilant and make sure their property was secure.

Councillors discussed the Triathlon which passed through the village at the weekend. All agreed that the one way system had operated much better this year and thanks were offered to the Kingsmead fundraisers who had helped. However concern was expressed about the extreme speed of some cyclists which resulted in several near misses. It was reported that some elderly residents had taken 15 minutes to cross Sand Street to get to the shop and in some cases they had needed an escort..

Councillors also confirmed that they wished to proceed with the purchase of the Preston Bowyer phone box which will be re-located to a site within Milverton.

The Clerk presented the accounts for 2011/12 together with the report from the External Auditor Nigel Morris. All was in order and the final documents will be passed to the Audit Commission nominees before the end of the month.

Cllt Trevor Phelps suggested that a Conservation and Footpath volunteer group be set up under the auspices of the Parish Council. It was agreed to discuss this proposal in more detail at the next meeting.

The Annual Meeting of the Milverton Parish Council will be held on Monday, May 14th 2012 at 7.30pm in the Victoria Rooms.

Parish Council Meeting 2nd April 2012

The April meeting of the Parish Council was opened with public questions.
Several pupils from Milverton Primary School attended the meeting to express concerns they had about the village following a class project. They had toured the village looking at things they liked and disliked, noting details and taking pictures. These were then transferred to paper in a series of 'Snakes and Ladders'  diagrams with the best things on the ladders and the worst on the snakes.
In order to make their feelings known the pupils were encouraged to write to the Parish Council. These letters were circulated before the meeting and two pupils attended the meeting to speak to the Council in person. Several key issues emerged from these letters and speeches including speeding, heavy traffic, lack of parking, dirty bins and the old cricket pavilion.
Councillors were very pleased to get feedback from the youngest residents and assured them that action was under consideration for some of their points. Councillors also committed to incorporating the comments into the emerging Neighbourhood Plan and asked for a copy of the Snakes and Ladders so it could be displayed at the Annual Parish meeting on 11th April.

In the meeting proper Councillors discussed Creedwell and the recent Notaro exhibition. Noting that only 12% of the village had attended Councillors resolved to undertake their own research in the village in order to gauge peoples feelings and understanding of the proposals. Once gathered this information would be fed back to Notaro as part of the ongoing dialogue.

It was noted that 5 people had volunteered to assist the Parish Council in the development of a Neighbourhood Plan.

The Annual Parish Meeting will be held in the Victoria Rooms on 11th April at 7pm. The following items will on the agenda:
  • Creedwell
  • Neighborhood Planning
  • Diamond Jubilee
  • Preston Bowyer Phone Box
  • Community Woodland
  • Parish Wildlife Records
  • Parish Information and Interpretation Boards
Councillors were pleased to hear that the land for Affordable Houses in Butts Way had  been purchased by Falcon Rural Housing and it was hoped to start building in July.

On a less happy note Councillors were told that the Citizens Advice Bureau Outreach had been stopped in Milverton following TDBC grant cuts and that the service in Wiveliscombe was under threat.
