Report on Milverton Parish Council Meeting 4th December 2017

The first item on the agenda was the Co-option of Mr Jodie Norris to replace Mr Deryck Cutler.

The Council then received a very interesting presentation from Amanda Johnson of the Somerset Rural Youth Partnership (SYRP). Amanda is the ambassador for the Youth Investment Fund. This is a 3 year project aimed t engaging young people in rural communities. There are four strands Community Engagement, Activity Days, School Programmes and Volunteer led Youth Clubs. and at the moment twenty projects are underway in Somerset. Services can be offered from local halls or they have access to a large vehicle which can accommodate smaller groups. She asked whether the Parish Council would support the establishment of a youth club project in Milverton and in general Councillors felt it was a good initiative which ought to be supported. The Clerk was asked to set up a scoping meeting between the Parish Council and the Project and also include the Victoria Rooms as a potential venue.

Under planning Councillors approved an extension to Thornes Orchard in High Street and had no objection to the removal of an overgrown Christmas Tree at the Old Quaker House.

At a previous meeting Councillors had discussed the possibility of developing a Neighbourhood Plan. The Clerk reported that the current funding round was about to close and as Councillors felt that they needed some information about housing demand it was agreed not to apply at this stage. Instead it was agreed to undertake a Housing Needs survey so that they could understand the level of demand that needed to be met. TDBC Cllr Gwil Wren reported that Taunton Deane could supply a survey for about £1800 and the Somerset Community Council also provided them. The Clerk was asked to get formal quotes from both organisations and instruct the lowest bidder.

In November the Council spent £2386 on Salaries, PAYE, grass cutting, toilet cleaning a grant to the PCC and a poppy wreath.
The Clerk reported that to the end of September the Council had spent £10202 of its £24735 budget (41%) and indications were that there would be a 10% under spend which was dud to lower than expected gardening and footpath costs. This would need to be factored into the decision on the 2018/19 Precept which would be made at the next meeting. He circulated estimates for a balanced budget for 2018/19.

Under roads Councillors expressed concern at the large section of hedgerow which had been removed from the roadside at the Point to Point course. The Clerk reported that he had asked TDBC about it and there was no record of consent being sought so the Tree Officer would investigate. Cllr Mrs Burton praised SCC for its prompt action in clearing mud from High Street. Cllr Ainsworth Smith reported a speeding van in North Street.

Madam Chairman reported that the Somerset Partnership NHS Trust (SomPar) has applied to NHS England to close the surgery in Milverton. In mitigation they are proposing to have an arrangement with Wivey Link over transport and also offer some services (blood tests, flu jabs etc) and occasional group sessions from the Creedwell Community Rooms. Councillors expressed concerns about the suitability of the Community Rooms for this and Madam Chairman agreed to write further to the Chairman of SomPar.

Councillors noted an increase in crime and reflected that the Police had not attended a Parish Council meeting for some months.

Cllr Hendy reported a very encouraging meeting to launch the Emergency Plan. Thirty two parishioners had attended and there had been thirty three offers of help and support received. These offers varied from offers of four wheel drive vehicles and accommodation through to sewing and sign writing.

Finally Councillors debated a grant request from the Love Musgrove MRI Scanner appeal and agreed to offer £200.

Report of Meeting Held on 6th November 2017

Councillors were pleased to hear that the new planter had been installed outside the Fore Street toilets and had been planted with daffodils and tulips by the Gardening Club. Mr Hutchinson of the Club would also like to improve the small area behind the noticeboards and asked if the Parish Council could seek the permission of TDBC to re-locate the salt bin into the car park.

Madam Chairman reported the outcome of the Somerset Partnership consultation into the future of the surgery. Regrettably the Partnership was going to ask NHS England for permission to close the Milverton Branch. This was mainly because the Wiveliscombe Surgery had been set up to deal with an 8000 patient practice meaning that the Milverton branch represented an over capacity which the NHS was not prepared to fund. Added to this was the fact that the previous GP partners wanted to sell the building. However the Partnership was exploring ways to assist transport and also deliver some services such as minor clinics and prescription collection in Milverton. Noting that there was a continuing desire to deliver some services in Milverton, the Parish Council resolved to contact the former GP partners to ascertain their plans for the future of the building.

Under planning Councillors approved an application for extensions at Marconnelle, Spring Grove subject to appropriate provision being made for roosting bats. They were also supportive of Listed Building applications at Cardscroft and Mansell House. Councillors were also informed that a planning application for four houses in High Street that was refused earlier this year was being appealed. Councillors reviewed their original reasons for objection and will send a short update sheet to the Planning Inspector.

Cllr Mrs Hoyle reported that the Government was offering more money to help communities draw up Neighbourhood Plans. Although this has been considered in Milverton in the past she felt that as there were several small scale applications coming forward around the village, it might be time to re-consider. After some discussion about the pros and cons of Neighbourhood Planning it was agreed to discuss the matter in greater depth at the next meeting. In parallel Councillors asked TDBC Councillor Gwil Wren to see if TDBC would conduct a Housing Needs Assessment in the parish.

Cllr Mrs Hoyle reported that there had been a serious car accident on the bypass with the vehicle colliding with a large rock on the roundabout. She wondered whether SCC should be asked to remove it. On balance Councillors felt that there was no obvious way to reduce the risk of speeding drivers to themselves and other road users. If the rock had not been there the vehicle would either have hit a tree or gone straight across into oncoming traffic or over a 4m drop into the garden beyond.

Following the resignation of Mr Cutler as a Councillor the Parish Council put out a call for a volunteer to be co-opted onto the Council. Mr Jodie Norris attended the meeting and offered to be co-opted. He gave a short presentation about why he was interested in the role and what he could bring to the Parish Council. After a short question and answer session Councillors unanimously agreed to co-opt Mr Norris to the Parish Council at the December meeting.

The Parish Council spend £1699 in October on TDBC Planning Officers, salaries, PAYE, grasscutting, the new planter and toilet cleaning.

Report of Meeting held 2nd October 2017

The meeting opened with an introductory presentation from the new Village Agent, Gaby Bellamy. She explained that the key purpose of a Village Agent was to support people to live free and independent lives. She currently takes referrals from GPs, attends village events and other sources. As her work is people based she principally works through home visits. She works full time with her salary covered by Somerset NHS Partnership and the Somerset Community Council. She also helps Community Groups as they frequently provide opportunities for the people she assists.

Several Councillors were very unhappy about reports that the 2019 District Council elections could be postponed to allow the merger between TDBC and West Somerset more time to take place. Councillors felt this was an abuse of democracy and Madam Chairman will write to the Communities Secretary of State to express the Councils concern.

Councillor Cotton reported the latest meeting with the Somerset NHS Partnership over the future of the Milverton surgery. The meeting had been useful and many questions had been answered. There will be another meeting on 16th October to discuss the results of the recent consultation.

The Clerk reported that Councillor Cutler had resigned and the process of finding a replacement needed to be started. A notice will be displayed advertising the vacancy and if enough parishioners request it an election will be held. If not the Council will co-opt a new Councillor.

The Clerk reported that he had investigated the unauthorised fire on the allotments and written to those concerned asking that the plots be thoroughly cleaned. One plot holder had complied with the request and the other had not. He would be writing again to this person and serving notice to quit. He also noted that there were some other scruffy looking plots which he would be keeping an eye on.

Under Matters to report Councillors raised a variety of issues including the timetable at the redundant Fore Street bus stop; post being collected from the Post Office box before the scheduled time; miscanthus being shed from loads passing through the village and blocking the drains. Councillors were pleased that several gulleys had been cleared but said there were still several to do.

The Council spent £1900 in September on toilet cleaning, salaries and PAYE, grass cutting and advertising for the Deputy Clerk.

Milverton Parish Council Report
September 2017

Milverton Parish Council met in the Victoria Rooms at 7pm on 4th September.
The meeting opened with a public question about the safety of trees on the SCC Olands site. The Clerk will investigate.
Councillors expressed serious concern about reports that cyclists were speeding into the village down the road from Wellington especially as there had been some near misses. It was noted that Milverton was on the route of the Taunton Triathlon and there were suggestions that the faster cyclists may be in training for next years event. The Clerk will contact SCC as Highway Authority, TDBC as the licensors and the organisers.
Councillors also heard from the Chair of School Governors that the school was experiencing issues with parking and traffic movement on the school site. These were being exacerbated by perceptions that the crossing at the bottom of Butts Way was dangerous leading more parents to drive to school. He asked whether the Parish Council would be prepared to help look for solutions such as an unmanned crossing? Councillors asked whether a volunteer 'lollipop' rota would help but were told that there were issues of training and insurance which made it difficult. Councillors agreed to contact SCC about the issue as they felt a solution might also help with the issue of speeding in the vicinity.
Madam Chairman, Dr Julie Richardson, reported that a Group had been formed to help Somerset Partnership with its deliberations around the consultation on the future of the surgery. The first meeting had taken place on 21st August when a lot of questions had been raised. The Partnership had agreed to answer them at the next meeting which would be on 11th September.
Cllr Hendy introduced the Parish Emergency Plan and commended it to the Council. It was warmly welcomed and following a notice in the Parish Magazine there will be a village meeting to promote it more widely and seek volunteers to assist with its implementation when needed.
Madam Chairman reported on the process to recruit a Deputy Clerk. Councillors were happy to delegate responsibility to the Personnel Committee who hope to be able to recommend a suitable appointment at the November meeting. An advert will be placed in the Parish Magazine and local papers towards the end of September. Interviews will be towards the end of October.
Several allotment holders were present and asked that the problem of unauthorised fires be dealt with individually rather than by general letters which did not seem to make a difference. The problem of random visitors and unauthorised persons was also raised and the Council will investigate how best to keep the gate shut and deter children and dog walkers.
Councillors also received reports of bank trimmings left on the road by TDBC in Wood Street and various blocked gulleys. The Clerk was asked to get these resolved.
In August the Council spent £1200 on salaries, toilet cleaning, and the annual audit.
The Council also received a presentation from Jenner Property Services about their plans to re-develop three buildings at Week Moor Farm.
The meeting closed at 9:30pm.

Report of Meeting held on 7th August 2017

The meeting opened on a sombre note with a minutes silence for former Chairman, Geoffrey Godbert who has recently passed away.

Under planning Councillors discussed a proposal to build four houses near Olands. Although this size of development meets the Parish Council's aspirations for how the village ought to grow concerns were expressed that the site was outside the village boundary and too close to the Listed Olands House.
Councillors approved the erection of a tree house at The Stables under its delegated agreement with TDBC.

Cllr Wren reported that TDBC had agreed to sell the Creedwell access ransom strip to Notaro for a fraction of its full value. Under the agreement Notaro could build 20 houses and would pay an extra sum for every house built after that. Councillors were very unhappy abut this turn of events not least because it allows Notaro to avoid the normal Affordable Housing requirements and Community Infrastructure Levy payments. Milverton will therefore gain nothing from the development except years of disruption on narrow roads and streets as construction takes place and increased pressure on the village infrastructure in the future. There was a very strong feeling that TDBC had decided to wash its hands of a troublesome issue and leave the community to deal with it.

Madam Chairman reported the latest situation over the surgery. As well as responding to the consultation the Parish Council proposed writing to NHS England expressing concern about the whole situation and how it was being managed.
The Somerset Partnership who now run the Lister House practice had invited the Parish Council to assemble a group of 10 to help evaluate the responses to the consultation. Councillors agreed that this was a step forward and Madam Chairman was asked to accept and invite a representative sample of parishioners to take part.

Regarding the toilets in Fore Street, Mr Cotton reported that there had been two blockages recently which had required the toilets to be closed. Cotford staff had had been very quick to deal with them but he wanted to meet them to establish a formal procedure for dealing with problems particularly outside normal working hours.

Councillors expressed concern at the continuing absence of Councillor Cutler from the meetings. Despite being contacted he had not attended meetings for several months but had not resigned either. As he had been absent for nearly six months Councillors agreed to take steps to co-opt a new member at the September meeting.

Madam Chairman reported that the Personnel Committee had started the process of recruiting a Deputy Clerk and would present a Job Description, Person Specification and timetable to the September meeting.

The Clerk reported that Michael Branfield had carried out weeding in the Jubilee Gardens and done an excellent job.

Councillors were concerned to hear that the seasonal embargo on bonfires on the allotments had been broken and that one plot holder had burnt his shed down. The Clerk will investigate.

Mrs Hoyle reported that a Village Litter Pick had been arranged for 4th September. TDBC vehicles will pick up rubbish etc from the roadside. There was concern that this was short notice during a holiday period and that details were sketchy so she will ask for a postponement.

In July the Council spent £2200 on salaries, cleaning toilets, gardening and grass cutting.

Report on Meeting of Milverton Parish Council 3rd July 2017


The main item for discussion was the consultation on the proposed Telecommunications Mast alongside the footpath that runs from Wood Street to Quaking House. Several residents were in attendance and expressed a variety of concerns. Councillors noted that it was just a consultation on a prior approval and agreed that the village did need an improved mobile signal. However they expressed concern about the proposed site for the following reasons:
  1. The proposed access is via Public Footpath WG7/25 but there is no indication that the SCC Footpath department has been consulted. Therefore its views need to be taken account of before this application is approved.
  2. There are several residential properties with children within 200m. Councillors noted that any school within 200m has to be taken account of and feels this should also extend to residential properties.
  3. Councillors accept that there is little landscape impact looking from south to north but feel that the mast would be a prominent feature when viewed from the east.
  4. Councillors heard from several residents who owned or have rights (passage and services) over the proposed access route. Councillors felt that the applicant needed to clarify his requirements and obtain the necessary consents before using this route for construction and maintenance.

Under matters to report concern was raised that the school had reached capacity and three new children who had recently moved to the village could not be offered places. Cllr James Hunt from SCC said that he had not heard that report but promised to investigate.

The Chairman reported that the much anticipated consultation over the future of Milverton Surgery was scheduled to start on 10th July although the documents had not yet been finalised.

Councillors discussed the increasing workload on the Council, and the Clerk especially, with the continued and threatened cascade of services. There was also a question of risk over the reliance on one individual and the need to undertake appropriate succession planning. It was therefore agreed that steps would be taken to recruit a Deputy Clerk to assist Gwilym Wren.

Under Roads Councillors were pleased that the various areas that needed cutting back were on the SCC schedule.

The Clerk reported that he had not been able to find a contractor to weed the Jubilee Gardens and would ask Michael Branfield to assist.

There was also a lengthy discussion about the recent joint meeting between the Amenity Committee and the Recreation Ground Committee. The main outcome had been that the Recreation Ground Committee was unwilling to operate the toilets or undertake fundraising to support them and so had decided to close them when the current arrangement with the Parish Council ceased on 31st July. Councillors expressed concerns that the future operation of the Recreation Ground is not on a sustainable footing and the Amenity Committee will seek a further meeting to offer support.

In June the Council spent £2100 on toilet cleaning, salaries, PAYE and insurance.

Report of June Meeting held on 5th June 2017

Councillors were joined by ten parishioners and Mr Bryn Kitching of the TDBC Planning Department.

The meeting started with a Public Question about the overgrown state of the footpath across the Creedwell Orchard site. This will be passed to SCC for resolution.

Under Planning Councillors approved the erection of a Barbeque Lodge at a property off Houndsmoor Lane, supported the change of use of a building at Bickley Farm and made detailed comments about a proposed new property in Butts Way.

Several parishioners attended the meeting following the initial consultation about a telecommunications mast near the footpath leading from Wood Street to Quaking House. Whilst welcoming the chance to have enhanced mobile phone reception concerns were raised about visual impact, proximity to properties, access and radiation. Councillors will seek information about why this site was chosen and query whether there might be alternatives which are not quite so close to the village.

Due to a number of queries raised by the Councils auditor it was not possible to sign the audit off at this meeting. A separate meeting will be organised later in the month. The monthly Finance report will be presented at this later meeting.

Following the TDBC Planning Committees rejection of the Non Material Amendment at Creedwell Councillors resolved to write the the Leader of TDBC requesting that Notaro be required to trigger the access option immediately instead of waiting until late July. The letter was also to suggest a meeting to discuss how the site might be more appropriately developed.

The Clerk reported a successful meeting with Dennis Quick of SCC Highways. Many road related issues had been raised and would be dealt with.

The Clerk reported receipt of three letters relating to traffic issues around the shop especially when deliveries were being made. There is a feeling that the prevention of parking on the bus stop and rationalising the school bus pick ups would help and the Council is to pursue this with SCC.

The Clerk reported that he had asked TDBC for help with maintaining the Jubilee Gardens over the summer but despite initial agreement nothing further had been heard. He would now look for other contractors.

The Crime report included two instances of Anti Social Behaviour, two domestics and a missing person (who had been quickly found).

Milverton Parish Council Report
May 2017


Milverton Parish Council held its Annual Meeting on 8th May in the Victoria Rooms.

The meeting opened with election of the Chairman for the coming year. Dr Julie Richardson was re-elected unopposed and thanked members for their confidence. Dr Russell Jenkins was then re-elected as Vice Chairman.

Under Matters Arising the Clerk reported that Bill Hannaford had kindly replaced the Jubilee Gardens sign. Members were very grateful and a letter of thanks will be sent.

The Council will meet with Dennis Quick of SCCC Highways on 11th May to look at various issues in the village. These will include the road surfaces and potholes, blocked gulleys, several dangerous trees, encroaching vegetation in Butts Way and traffic safety near the shop and at England's Corner. The Clerk will report back to the Council in June.

The Clerk reported that the toilets in Fore Street had been transferred to the Council on 4th April and all appeared to be going well. The Council was having on-going discussions with the Recreation Ground Committee about sustainable funding options.

Cllr Wren reported that the decision on the Non Material Amendment to the 1979 Planning Permission at Creedwell Orchard would be taken by the Planning Committee on 24th May. As a result the Leader of the Council had agreed to extend the purchase option period by 8 weeks despite a vote against by the Corporate Scrutiny Committee. The Council is to write seeking clarification on this.

Madam Chairman said there was no more news about the consultation on the future of the surgery as all public activity had ceased during the pre-Election period.

Mrs Pine the Council's Footpath Officer reported on going discussions about the steps on the path from the Orchard towards the Court between SCC and the landowner.

Due to unforeseen circumstances the Council's contracted gardener is unable to maintain the Jubilee Gardens over the summer. The Clerk is to ask TDBC to step in and keep them tidy.

Councillors were concerned about the number of Milverton incidents reported by PCSO Louise Fyne and hoped this was not the start of a trend.

In April the Council spent £1427 on salaries, toilet cleaning, and grass cutting. So far £472.50 of the £510 due has been collected in Allotment rents.

Milverton Parish Council Meeting report
April 2017

Milverton Parish Council met on 3rd April in the Victoria Rooms.

Councillors discussed two planning matters. The first was for an extension to a house in Creedwell. This was approved by Councillors in line with the delegated planning agreement the Council has with TDBC. The second was a consultation from TDBC about the felling three willow trees at the bottom of Butts Way which Councillors supported.

It was reported that the planter outside the Fore Street toilets had disintegrated and Mr Chambers kindly offered to replace it. Councillors thanked Peter Hutchinson for drawing this to their attention. The Clerk will ask the Gardening Club to fill and maintain it as it has in the past.

Two footpath issues were reported. The steps leading from the orchard to Milverton Court are slippery and need repair and the steps leading into the Creedwell field are also in need of repair. This is urgent because an elderly resident recently fell and injured himself at the metal gate.

Madam Chairman reported that the next meeting with the NHS Partnership Trust about future options for Milverton Surgery would be on 10th April. She would report back to the next meeting.

The Clerk reported that the Council would complete the legal transfer of the Fore Street toilets on 4th April. This would include a dowry payment of £10520 which would be used for repairs and improvements.

The meeting authorised expenditure of £2400 on salaries, expenses and PAYE (£800) grants (£750) toilet cleaning (£650) and Planning Officer attendance (£200).

Members of the public are welcome to attend and address the Parish Council to provide information and raise matters of concern.
1. Apologies
Members will be expected to provide reasons for absence. Members are reminded that absence for 6 consecutive meetings without approval could lead to disqualification.
2. Declarations of Interest
The Code of Conduct requires that Members disclose interests of a personal, prejudicial and pecuniary nature that may be pertinent to tonight's business. A prejudicial or pecuniary interest will require the member to leave the room during the discussion of the relevant item. In cases of uncertainty members are recommended to consult the Clerk.   
3. Minutes and Matters Arising from minutes
The Minutes of the meeting held on 6th March 2017 have been circulated. Members will be asked to consider them for accuracy and if satisfied pass a resolution of approval that they be signed by the Chairman as a true and accurate record.
The Actions from the last meeting will be considered unless elsewhere on the agenda.
