Notes on March Meeting

The Annual Parish meeting will be held on 11th April in the Victoria Rooms at 7pm. Councillors agreed to place the following matters on the agenda:

Re -location and Use of Preston Bowyer Box

Milverton Neighbourhood Plan

Anyone wishing to put an item on the agenda was asked to contact the Clerk.

Due to the failure to agree a roadside location Councillors agreed to buy a wheely salt bin for Turnpike.

Under Planning, Councillors considered a proposal for a 50Kw Solar Array at Dyers Farm and were happy to offer their support.

The Neighbourhood Planning process was discussed. A group has been set up and had its first meeting recently. A call for further volunteers to cover specific themes had been placed in the Parish magazine and already three people had volunteered to assist with traffic and the environment. It was hoped to get a full complement of volunteers by the end of March so that the process could set out a timetable to present to the village at the Annual Parish meeting. It was hoped that the work being done by the Action Group's 'terriers' would be particularly relevant.

Councillors also discussed Notaro's invitation to a meeting about the Creedwell field. After some debate Councillors resolved to accept the offer. Mrs Hoyle and Mr Jenkins will represent the Council with a mandate to listen to the proposals but not to enter into discussions or negotiations about them. The meeting will also be attended by representatives of the Action Group and local TDBC Cllr Gwil Wren.

This months crime report covered malicious phone calls, vehicle break-ins, traffic problems, public nuisance and sheep worrying. PCSO Louise Fyne also reported suspicious activity in the form of unsolicited phone calls and house calls.

Under roads the accident in Silver Street was reported as were parking problems near the Globe. The new chevrons had not helped as people were just parking further up Fore Street and it was suggested that double yellow lines would be necessary between the Creedwell and Rosebank Road junctions.

It was reported that SCC had agreed to the siting of a new Jubilee bench opposite the roundabout under the walnut tree on the Fitzhead road junction. Local volunteers have cleared the area an a total of 47 plant species had been recorded nearby including Vipers Bugloss which is uncommon in Somerset.
It was suggested that an information or interpretive board could be sited to give local information about the history of the area and the wildlife.

Notes on February meeting

The Parish Council opened with question time about the proposals to reduce the No 25 bus service.

An application to build an extension at 15 Woodbarton was approved with conditions.

Councillors discussed the TDBC response to objections from Parish Councils. Cllr Wren explained that a Parish Council objection on its own was not sufficient to trigger the proposal going to the Planning Committee. TDBC normally require 4 other objections or concerns raised by the local Councillor.

The Clerk reported the Parish Councils involvement in the TDBC Core Strategy Examination in Public. A Position Statement was submitted raising concerns about

the impact of induced traffic on the narrow B3187 and
the type and size of houses in village.

Councillors were reminded of the Action Group meeting on the 15th February to discuss the village response to the anticipated Notaro application for Creedwell.

Proposals for a Neighbourhood Plan were discussed and the Parish Council will seek advice from TDBC before opening up the process to the village as a whole.

The Council has received many reports of dog fouling on the path to the school, in Fore Street and in the Jubilee Gardens. Councillors were asked to be be vigilant and be prepared to challenge people who fail to control or clean up after their dogs.

The monthly crime report contained the following incidents:

A car which had been left parked overnight in Creedwell Orchard car park in Milverton had one of it’s tyres slashed.
A number of garage down pipes had been damaged of the garages in Creedwell Orchard car park.
On the same evening in Preston Bowyer, an attempt was made to force entry to a garage. Then at a second property a van on their drive had it’s window smashed and items moved, then entry was forced to their garage by removing roof tiles and felt, nothing was stolen.
I was updated this week by the environmental health department that they successfully prosecuted a Wiveliscombe man for fly tipping on the side of the B3187 and he received a £500 fine.
Three young Milverton residents have been spoken to about anti social behaviour in the village and their parents informed. They will receive a formal written warning letter.
Over night thefts of gardening items, and electrical tools is still occurring in the rural areas surrounding Wiveliscombe. Mostly from sheds and garages located at the end of people’s back gardens.

The Council received complaints about parking in junctions and vehicles speeding through the village.

Councillors agreed to the placing of a planter at the entrance to Woodbarton to celebrate the Queens Diamond Jubilee.

Councillors heard that the Wellington Restorative Justice project was running down because funding had been withdrawn.

The Chairman gave a report on SCC's Local Choice initiative which sought to delegate various services to lower councils. Unfortunately, no funding was available and so Councillors were concerned as to how long they could continue without putting severe pressure on local precepts.

Other Planning Matters

Mrs Lumby asked why TDBC had passed the new gateway at Lower Lovelynch using officer delegated authority in the face of a Parish Council objection? The Clerk was asked to write to the Chief Planning officer seeking an explanation and clarification of the policy position when a Parish Council objected to a proposal..

Constituency Boundary Changes

The Clerk set out the basic proposals that, to equalise electorates numbers Wiveliscombe, Milverton and Bishops Lydeard would move in to the Bridgwater constituency.

Noting that the consultation concluded in early December it was agreed to ask the Clerk to obtain the views of Wiveliscombe and Bishop's Lydeard and have a fuller debate at the November meeting.

Wiveliscombe have responded and are opposed.

Bishops Lydeard and Cothelstone Parish Council discussed the Constituency Boundary changes at the October meeting. It was clear from the discussion that the Parish Council feels that Bishops Lydeard should remain in Taunton Constituency because of local links and local identity. It feels it is easy to make a case based on proximity to Taunton and the fact that people locally shop, work and use leisure facilities in Taunton and have few links with Bridgwater. It feels it is more difficult to find a solution to the problem of getting the right number of voters in each constituency and so need to come up with an answer to that.

If anyone can come up with a solution to the numbers problem, it would clearly be of huge benefit if we all promoted the same scheme. Failing that, I suggest each Parish Council objects in their own way using their own words while drawing attention to the consistent message against the change coming from the other Parish Councils in the area.

It was agreed to continue to liaise with Bishop's Lydeard and Wiveliscombe and, subject to those discussions write to the Boundary Commission opposing the change and making the following pointsYoung peoples faith in the electoral process will not be improved if this process is just seen as a numbers game instead of community/locality approach

Milverton has no local links at all with Bridgwater

There will be a lack of knowledge of the local area from a Bridgwater based MP leading to lack of interest and awareness of local issues. The communities are not served by the same local papers for example.
There is a huge physical disconnection and detachment between the electorate and a remote political representative 25 mile away. Our current one is only 7 miles away.

Poor public transport means vulnerable and elderley residents will find it very difficult and time consuming (change in Taunton) to get to Bridgwater meaning the MP will have to schedule more surgeries across a much wider area. Inevitably this will mean a reduction in democratic accountability
We will lose the District Council/Local MP connection which currently reinforces accountability and democracy. An absentee MP wont have much influence!
This is likely to impact on the local County Councillor who is already facing the prospect of a much larger ward.
How will the numbers game work if there is a large population influx? For example Hinkley Point will encourage significant temporary inward immigration over the next 10 years.

Salt Bins

Bins requested for Woodbarton (wheely) and Turnpike but residents cannot agree a location. It was decided to order 2 bins anyway with a default position at England's Corner.

The Clerk was asked to order two bins .

Feedback from Creedwell public meeting

The Clerk presented the feedback from the 105 who were present. They produced 343 individual comments and observations. The most concerned:
No development on the Creedwell field (64)
Up to 20 houses (15)
Concerns about Traffic (48)
Concerns about parking (31)

D Day Looms for Milverton

120 villagers attended a public meeting in Milverton last night to hear the latest situation on the development of Creedwell Orchard.

Parish Council Chairman, Jenny Hoyle, explained that, following informal meetings with Taunton Deane Borough Council and the Parish Council, S Notaro of Bridgwater intended to bring forward a planning application for houses on this contentious site. As a result the Parish Council wanted to know the feeling in the village towards a housing development in this location and therefore had called two public meetings.

This first meeting was to outline the current situation and answer questions. The second has been called for next Tuesday, the 25th October, at 7.30pm in the Victoria Rooms when the Parish Council will receive the views of the village.

Recognising that not everybody will be able to attend the meetings or be comfortable speaking in public, the Parish Council is also happy to receive views and representations by phone letter or email to the Clerk, Gwilym Wren.

Mrs Hoyle said “It was tremendous to see so many people here tonight and I hope they discuss this with their friend and neighbours. This is a really crucial time for our village and it is essential that everyone who has an opinion on a housing development at Creedwell, whether for or against, contributes to the debate.”

      The History of the Dispute
          *

            In July 1981 trenches were dug a field adjacent to Creedwell Orchard, Milverton ostensibly to start a housing development before the consent expired. Taunton Deane officials examined the site and concluded that the works did not match the approved plans and informed the developer that the planning permission expired on 7th August.
          *

            In November 2006 Bach Homes of Swindon applied to Taunton Deane for a Certificate of Lawfulness that the development at Creedwell Orchard had been started before planning permission expired. They, however, omitted to submit evidence from the Taunton Deane files about the siting and expiry of the permission.
          *

            Following several months of deliberation Taunton Deane’s Senior Solicitor concluded that on ‘the balance of probabilities a sufficient “start” was made to the development………to have kept the permission alive’.
          *

            Members of the Save Milverton Action Group carried out an extensive search of the Taunton Deane files and uncovered documentary proof that both the works carried out in 1981 and the application for the Certificate to legalise the works were based on a plan that had not received planning consent. Correspondence was also uncovered that proved Taunton Deane had informed the applicant in 1981 that his planning consent had expired.
          *

            This correspondence was submitted to Taunton Deane as new evidence and the Council agreed to review the Certificate.
          *

            In May 2009 Taunton Deane completed the review and concluded that despite that fact that the wrong map had been used and the trenches did not match the planning consent that these were not grounds to revoke the certificate.
          *

            A judicial review process was initiated by the Action Group but concluded that Taunton Deane was within its rights to exercise its 'discretion' not to revoke.
          *

            Further examination of the development plans revealed that the trenches were further away from the permitted location than had been initially realised. This information was submitted to Taunton Deane. However, the Deane solicitor again exercised her 'discretion' and declined to revoke the Certificate.
          *

            Bach Homes no longer has an interest in the site and it has reverted to the landowners, S Notaro.

Milverton Parish Council Meeting 3rd October 2011

At tonights meeting members agreed to support the call by the Taunton & District Civic Society for a review of the Government's draft National Planning Policy Framework.

Members also expressed concern about the proposed Constituency Boundary changes, moving Milverton into Bridgwater, and agreed to contact the other affected parishes (Wiveliscombe and Bishops Lydeard) before considering their response in detail at the November meeting.

Councillors noted that Notaro were keen to press ahead with the development at Creedwell. Details of two Public Meetings were publicised to give parishioners the chance to understand the proposals and form a village view. The meetings will take place on 17th and 25th October and will be held in the Victoria Rooms at 7.30pm. It is likely that Notaro will hold an exhibition of its proposals soon after the second meeting.

Councillors discussed the proposal to purchase some land for a Play Area and noted that TDBC had invited a formal offer. Councillors resolved to make a formal offer and the Clerk was asked to identify funding and seek a valuation to bring to a special meeting of the Parish Council on 11th October. This meeting will approve the final bid figure.

Councillors will undertake a site visist to the Courtfields Allotments on 5th November.

Presentation by Geoff MAckett, SCC Civil Contingencies Unit about Emergency Rest Centres

Mr Mackett explained that within the Avon & Somerset Police Area they were preparing contingency plans for any potential mass evacuation (2500- 3000 people). This might be caused by a major gas leak or an unexploded bomb for example.

Therefore they were looking for potential emergency evacuation centres within communities. The communities would be expected to run the centres with appropriate support for up to 7 days with .no more than 200 people per centre.

Centres would be run in clusters of 5 under the management of a District Council who would provide support and finance and food but not volunteers as they would be expected to come from the host communities.

Arrivals would be initially screened elsewhere before being forwarded to the centres.

The purpose of the presentation was to raise the subject with the Parish Council and to ask it to consider the idea, if the Parish was interested then the CCU could discuss how to take it further.

Planning

Councillors approved the application subject to imposition of the conditions set out in the Planning Officers Report.

On a vote 8-2, Councillors objected to the proposal on the grounds that it's size and scale was incompatible with its rural setting and it was an inappropriate intrusion into the countryside.

Councillors supported the application. They commented that green would be a more appropriate colour.

Restorative Justice

Mr Hannaford reported that he had passed the Parish Council's representative role over to Mr Ainsworth-Smith and Mrs Renfree.

Roads

The Clerk read a report from PCSO Louise Fyne. Last Friday involving a car which had partially obstructed road and a large lorry.

“It was chaotic at first but I managed to get lorry on its way via another route and cleared quite a back log of traffic.

There were quite a few residents out exclaiming loudly to me about the fact that lorries should not be coming through the village and taking pictures. Although I understand the issue and how it affects the residents of Milverton I had to deal with the immediate problem and have no legislation to refuse lorries travelling through. The car received a £ 30 Fixed penalty notice for affecting free travel through highway as it was parked in a position next to junction where it narrowed for all” vehicles.

Matters to Report

Mrs Lumby drew members attention to the publication of the new Parliamentary Boundary consultation on 12^th September. NB The proposals plave Milverton into the Bridgwater constituency.

Milverton Parish Council 8th August 2011

Councillors were thanked by the Chairman for the efforts made to respond to TDBCs Core Strategy which will be submitted by the deadline of 19th August.

A report was received about the successful initial meeting to discuss proposals for teh Queens Diamond Jubilee in 2012. Over 35 ideas were put forward and the Parish Council agreed, in principle to provide some financial support. The next meeting will be on 7th September at 7.30pm in the Victoria Rooms.

Councillors discussed the Police and SCC response to the concerns over speeding through Preston Bowyer. The Police were pursuing the issue through the local Speed Watch Group but the County Council were uanble to offer any practical assistance.

In addition a resident raised strong concerns over inconsiderate parking in the centre of Milverton. She related a string of recent incidents including parking on pavements which obstructed the elderly and young families, damage caused to badly parked cars by a a tractor trying to enter Rosebank Road from Fore Street and the congestion caused by parking in in the narrow street outside the monthly market.

Several footpath issues were reported including access for dogs across the 'Creedwell Field' and blockages on paths towards Lower Lovelynch. The diversions at Preston Farm were also discussed.

Councillors aslo receieved a report from the recent Recreation Ground committee meeting and were intrerested to hear that Pinders Circus was coming to Milverton in September.

The next Parish Council meeting will be on 5th September.

Here are some brief notes about tonights meeting.

Planning
Planning applications were passed at The Old Dairy Ford Bridge and Bickely Farm.
A sub Committee was set up to look at the Core Strategy and advise on the consultation response.
The Chairman will speak at the TDBC Planning Committee meeting that discusses the Runnington Proposal.

Roads
Following Somerset County Council's offer of Small Transport Scheme funding the Parish Council put forward a proposal to improve England's Corner. This is being regarded as the 3rd priority by SCC.
Following representations from a Preston Bowyer resident about speeding the Parish Council will request that the Milverton Traffic Action Group has a look at the situation.
Councillors expressed satisfaction with the resurfacing of Parsonage Lane.

Councillors expressed support for the proposed Car Share scheme.

Tree Warden
A renewed request will be placed in the Parish Magazine.

Kingsmead School Volunteers
Councillors were delighted with the efforts of the Kingsmead volunteers in clearing the Millennium Benches and the roundabout verges. The project was so successful that there are hopes that it will become an annual event.

Finance
Thanks were offered to Councillor Jenkins for setting up the PAYE system. In order to carry this work forward a Human Resources sub-committee was established.

The current Local Plan is still relevant but gradually policies are being phased out. The latest version of the Emerging Core Strategy sets out which ones are still current, which are obsolete and which are superseded.

The Emerging Core Strategy was being considered by TDBC on 15^th June with a view to it being sent for a final public consultation in July and August. Subject to minor amendments the final version would be considered by a Government Inspector at and Examination in Public in the spring. It would be up to the Inspector to call for evidence.

The Strategic Housing Assessment sets out 2 areas in the village that could be used for residential development from the mid 2020s; they are the Creedwell site (15 units) and land between the Wiveliscombe Road and High Street (30 units). The Assessment is intended to give TDBC an idea of potentially development land beyond the life of the Core Strategy. However, the existence of these recommendations has caused considerable concern to neighbouring residents.

In the context Cllr Wren recommended that the Parish refresh its Parish Plan and adding sections with a view to developing it into a Neighbourhood Plan in due course when the Localism Bill was passed. However, he warned that it would need a good number of volunteers to help push it forward.

Madam Chairman summed up the discussion saying that the village needed a 'neighbourhood plan' to go forward with so as to be able to take advantage (or be ready for) any detailed proposals that arose out of the Core Strategy. If the Parish's submission was good enough then representatives

might be called to give evidence to the inspector.

It was agreed that the Parish Council would lead a process to refresh the Parish Plan. Cllr Wren agreed to set out some headings to allow work to start. Councillors Jenkins, Cottrell, Hannaford and Hendy all offered to assist.

One neighbour dispute, informally resolved.

Roads

The Clerk read a letter from Mr Coombes of Wood Street which he had sent to the Highways Department suggesting improvements to speed limits on Wood Street and the Wiveliscombe Road.

The Clerk reported a 5 day road closure between Raleghs Cross and Elworthy from 20^th June.

Cllr McMahon reported that SCC Highways had a small pot of money for minor highway improvements (eg signage, parking improvements, one way systems etc.)and invited the Parish Council to send him proposals before 27^th June.

Various suggestions were aired and it was agreed that they would be forwarded to him by the deadline.

Footpaths

Monthly Report

As time was pressing Mrs Lumby deferred her monthly report and indicted that there were no pressing issues apart from the Creedwell footpath that was becoming choked with nettles.

Allocation of Footpaths

Mrs Lumby is seeking volunteers to manage individual footpaths. Volunteers need to be registered with SCC. She acknowledged that they may need to be categorised according to how much they were prepared to do for example those who just inspect and those who would be prepared to undertake repairs and maintenance.

She reported that SCC had offered to donate a strimmer to allow parishes to carry out their own clearance. Training and PPE would be provided. Mrs Lumby would advertise this opportunity in the Parish magazine.

She also reported that there would be a meeting on 15^th to discuss the best way to use the Kingsmead volunteers.

Millennium Benches

Mrs Lumby said that she hoped that the Kingsmead students would be prepared to help clear the benches and if all went well this could possible become an annual task.

Somerset Strategic Housing Assessment
The Clerk read an open letter from Messrs Mckaskie and Richardson concerning the TDBC Strategic Housing Assessment recommendations for the west of the village.
It was agreed to use the letter to 'kick start' the process of delivering a Neighbourhood Plan. The Clerk was asked to place the matter on the next agenda and use it to form a group to take the issue forward.
In his TDBC capacity The Clerk was asked to ascertain the status of the current plan and what the process and timetable was to replace it.

Roads
The Clerk reported the various problems that had arisen as a result of the Triathlon notable the poor road signage, speed and abuse from riders and a lack of control over 1 way system. He was asked to write to Tone Leisure and copy the letter to the Police and SCC/TDBC.

PC Jeffrey reported that she had followed up the reported of uncovered trailers coming through the village with Mr Whittle. In fact laden trainers had been routed through Nynehead and Allerford with only empty ones coming back through Milverton. It was agreed that representatives of the Parish Council should meet Mr Whittle and the police before next years harvest to agree routing etc.

Footpaths
Mrs Lumby reported a problem with W7/28. She also reported that some of the Millennium benches were overgrown and was seeking volunteers. It was agreed to place this on the agenda at the next meeting.

Milverton Parish Council April Meeting

The Parish Council approved planning applications for Smallbrook Cottage and 15 Woodbarton.
Councillors also formally approved the Delegated Planning Agreement with TDBC for 2011/12.

Councillors discussed the Strategic Housing Local Area Assessments insofar as it it related to the village. Concern was expressed about the possibility of development on the western edge of the village. In order to discuss this properly Councillors agreed to reconvene for a special meeting after the Allotment Meeting on 18th April.

It was also agreed to raise the issue at the Annual Parish Meeting on the 13th. Other items on the agenda will include Solar Power, Community Farming and a Neighbourhood Plan.

PC Jo Jeffrey reported several crimes over the last month including shed break-ins and thefts from the Poole tip.
The issue of speeding tractors with unsecured loads was brought to her attention and she promised to inform the Traffic police.

Mrs Lumby reported that the barbed wire on the fences across the Creedwell filed had been replaced with plain wire.

In matters to report Councillors raised the following

What was the position over the Affordable Housing in Butts Way?

Cllr Michael King said that he would be standing down after serving on the Parish Council for 28 years.

The Chairman concluded the meeting by also confirming his reitrement from the Council. He reminded Councillors of the pledge to negotiate a S106 agreement with any builder who wished to develop the Creedwell field and ensure that the village benefited. He also reminded Councillors of the Broadband consultation and the need to express support by the 18th April. He also reported that Somerset Arts were seeking funds to replace those lost through the County Council cuts. He also expressed concern that the Clerk was standing for election to TDBC and hoped that this would not give rise to any conflicts of interest.

Milverton Parish Council March Meeting

Ms S Wheeler
The meeting opened with Ms Sheila Wheeler, Chief Executive of Somerset County Council who had been asked to give a presentation about the cuts.
She gave a very clear description of the pressures on SCC's finances which mainly stem from the need to spend 2/3rd of the budget on vulnerable people (children, pensioners and vulnerable adults). This requirement is increasing (the number of children in care has risen by 40% in the last 2 years) at a time when central government grants have fallen by 29%.
As a result other services are being squeezed and contracts are being re-negotiated.
On the plus side SCC has reacted quickly to the cuts and are therefore in a better position than other local authorities. They should have a balanced budget by the middle of March and the Council Tax will stay the same.
However, she did warn that SCC's financial situation remained risky as the upward pressure on costs would continue whilst government grants reduced.
Councillors and members of the public were so impressed by her clear, 'no frills' explanation, that Ms Wheeler was given a sponaneous round of applause as she left.

Planning
Using delegated powers Councillors passed a planning application for an extension at Davy's Close Butts Way.

Councillors were supportive of a detailed proposal for a house in Ford Bridge Quarry and for tree work at Barn Elms.

Councillors also considered the proposal for outline consent for 244 houses on land off the Milverton Road north of Wellington.
Councillors agreed with the many protestors that this was a poor scheme and resolved to object to it on the grounds that

It was outside the boundary of Wellington so contrary to Local Plan policies
The road and transport arrangments were contrary to Structure Plan policies
The development would lead to a significant increase in traffic on local roads through Wellington, Milverton and surrounding villages.
The site is important for European Protected species viz. dormice and foraging bats and the effects on them could not be satisfactorily mitigated.

Footpaths
Various issues were reported such as the path from the orchard to High St which needs considerable work to be made safe.
The double fence across the Creedwell field was also raised and discussions are underway between SCC and the landowner.

Royal Wedding
There will be a scarecrow competition over that weekend with prizes for the best dressed house and best dressed window.

Milverton Parish Council February meeting

On Monday 7th February Milverton Parish Council met in the Victoria Rooms.

Councillors were given an up to date report on the Creedwell situation. They were disappointed to hear that Taunton Deane had totally rejected the new evidence put forward and could not understand why a Certificate which reactivated planning permission for a housing development after 26 years through inaccurate and unverified evidence, was effectively incapable of challenge. As a result Councillors are hoping to raise the whole process with Taunton Deane's Scrutiny Committee.

Members also discussed the Localism Bill and agreed that it provided a good opportunity to review the Parish Plan to bring it line with the Bill. It was recognised that this would be a significant piece of work and volunteers were to be sought.

Councillors voted to purchase a grit bin for Woodbarton subject to consultation with the residents regarding its siting. A supply of salt would be delivered to residents in Baghay.

The Community Agriculture meeting will take place in the Victoria Rooms on 15th March with Professor Neil Ravenscroft from Brighton University. It is hoped that there will also be a speaker from the Soil Association.

Councillors completed the Somerset County Council flooding survey and identified four main areas: Sand Street, Englands Corner, the bottom of Houndsmoor Hill and High Street.

Concern was expressed at the state of the road surface in Parsonage Lane and Highways will be asked to look at it to see what could be done.

Under footpaths the collapsed walls near Houndsmoor and Herons Lane are being repaired.

Councillors approved new Standing Orders, a new Grants Policy and a new Complaints procedure. They will all be posted on the website.

Grants were awarded to organisations which directly benefited Milverton parishioners.

A request for a grant towards the Milverton School mural was not processed because the applicant was not present. It will be held over until the next meeting.

Wiveliscombe Library

There has been a lot of focus in our town on saving our library but certainly part of our campaign statement is that we serve the surrounding 10Parishes area. I'm wondering if it would be possible for me to email bulletins and announcements about meetings and events regarding the proposed closure of the library for you to post on the message boards directly in your community so people can be alerted without having to come into Wivey. It would be great if anyone in your villages would like to become a part of the communication network to help spread the word in your individual communities.

Milverton Parish Council January Meeting

In their first meeting of 2011 Councillors discussed the following topics.

Creedwell

The Action Group's Judicial Review process continues with an Oral hearing set for early February. TDBC are still considering the Parish Council request for a reconsideration of the Certificate of Lawfulness.

Roads

Councillors discussed the recent severe weather and whether the Parish was as prepared as it could have been. SCC had offered the facility to collect bags of road salt but this was not taken up as the Parish Council had no transport or place to store it. Distribution would also have been difficult.

Four areas had reported problems through not having any salt or grit Baghay, Nynehead Road, Wiveliscombe Road and Woodbarton. Councillors agreed to offer to collect bags of salt for delivery to residents in the outlying areas on the understanding that someone would be prepared to store them securely.

Councillors agreed to look into the provision of a grit bin for Woodbarton. The bin outside the Victoria Rooms will be moved to the nearby toilets as this will be more convenient for Creedwell.

The Clerk was asked to check the existing grit bins and request replenishment from SCC as necessary.

Councillors were disappointed by the negative response of SCC to their request for permanent Speed Watch signs.

Councillors noted that SCC relied on residents who had requested a Disabled Parking Bay to inform them when they were no longer needed and wondered how this worked if the person was deceased. Councillors will be seeking clarification.

Footpaths

The bad weather has contributed to the collapse of a wall alongside a path between Turnpike and Herons Lane which has now been closed until it is made safe.

The footpath between the Orchard and the top of High Street is now in a very poor condition and an urgent meeting is being sought with SCC.

Thanks were offered to Mrs Hennah for leading a very successful village walk on 2^nd January.

Village Toilets

Councillors were very concerned that TDBC was considering closing the toilets in Fore Street and at the Recreation Ground. They are both very well used facilities and would be a significant loss to the community, tourists and workmen.

It was noted that the pipes in the Fore Street toilets had burst on Christmas Eve and they had been locked since then.

The Parish Council will be asking TDBC what the situation. is.

Precept for 2011/12

Councillors set the Precept for next year which is unchanged at £11500.

Libraries

Councillors will circulate the petition to retain the Wiveliscombe Library and the mobile Library service.

In January 2011 there will be ‘library consultation roadshows’ in centres around the county and you and your communities would be very welcome to attend these. The local meetings in our area will take place as follows :

The results of the consultation will be reported to the County Council's Cabinet meeting on 2 February 2011. The Cabinet will recommend a course of action for agreement at the meeting of the full County Council on 16 February 2011.

Milverton Parish Council December Meeting

This evening the Parish Council received an update on the Affordable Housing proposal in Butts Way from Sam Southern of Falcon Housing.
The project has been delayed by funding difficulties caused by a change of Government and the Comprehensive Spending Review. All other aspects have been agreed and it is hoped that the funding can be confirmed in the New Year.

23/10/0019 ERECTION OF SINGLE STOREY EXTENSION TO SIDE AND REPLACEMENT OF CONSERVATORY TO REAR AT FOXES HOLLOW WOOD STREET MILVERTON

The Chairman reported two complaints in relation to on street parking and it was agreed that a short note be placed in the January Parish Magazine reminding residents that on street parking was available to all, subject to the usual courtesies of not parking long term or causing obstructions.

In respect of the Preston Farm footpath diversion Councillors were informed of the liklihood of two objections which would ineveitably lead to an expensive Public Inquiry.

Councillors considered a request from the Community Speedwatch for permanent signs and agreed to consult SCC.

Councillors also discussed the latest letter from SCC detailing the cuts that are to be made. Those around road drainage and bus services caused the most concern. It was agreed to write to SCC seeking more clarification about the detail and how SCC expected parishes to contribute.

The date for the Annual Parish Meeting was agreed at 13th April 2010.

Milverton Parish Council November Meeting

Here is a brief report of tonights meeting.

An update on the current Creedwell situation was given by Mr M Reynolds

"In the late spring of this year, Sir Michael Harrison determined against Michael Reynolds’ application for a Judicial Review of Taunton’s Deane’s decision to refuse the Milverton Parish Council’s request to revoke the Certificate of Lawfulness relating to Creedwell Orchard.

Michael’s solicitor, Richard Buxton, was not happy with that determination and filed for a renewal of the application to be heard before a judge in what is called an Oral Hearing. He also recommended that the case be reviewed by a barrister to assess the likelihood of a satisfactory outcome.

Meanwhile, in another part of the forest, it had become apparent that the Lewis-Brown evidence – evidence upon which Taunton Deane had heavily relied in reaching its decision not to revoke the Certificate – might not be as sound as it at first appeared.

In January, the services of chartered surveyors, Walker Ladd Ltd. of Bristol, were engaged and Mr. Jonathan Davy wrote a report indicating where the errors lay in the Lewis-Brown evidence. Chief among these was Lewis-Brown’s use of architectural plan 7833/1A in assessing the degree of compliance of the July 1981 works with the approval.

It had been assumed – by both parties to this dispute – that plan 7833/1A and plan 7833/4B both showed the finally approved position for the dwelling on Plot 57 of the development. Mr. Davy’s report showed that this was not the case. Plan 7833/4B was a formally approved plan while 7833/1A was not.

In May, Lewis-Brown was asked to reassess the evidence it provided to the Certificate Review process based on the correct plan -7833/4B. The report Lewis-Brown provided in response showed that the degree of compliance of the July 1981 works with the approval was no more than 9%. Furthermore, a counter-clockwise rotation of the finally approved position of the dwelling rendered substantially unusable the small portion of the July 1981 works that were compliant.

Upon receipt of this new evidence, Richard Buxton advised that it would be appropriate to write to Taunton Deane indicating that the new evidence meant that there would be limited value in continuing with the Judicial Review proceedings and inviting the Deane to ‘drop hands’. Before this could be done, however, the court scheduled the applied for Oral Hearing for 11^th November 2010.

The Current Situation:

Richard Buxton has now written to Taunton Deane setting out the implications of the new Lewis- Brown evidence and asking the Deane to indicate how they would wish to proceed. The looming date for the Oral Hearing has rather added impetus to the situation.

At the same time, the Parish Council, through Burges Salmon, has re-submitted its formal request that the Deane revoke the Certificate on the basis of the new evidence.

The documents relating to both Richard Buxton’s and Burges Salmon’s submissions have been circulated to the Parish Council members by email. These submissions were also copied to Clarke Willmott, the firm of solicitors who acted for Bach Homes in the past and who presently act for the landowner, S. Notaro Ltd. of Bridgwater.

Taunton Deane has responded by passing all submissions to Counsel for an opinion. In the light of the scheduled Oral Hearing, they have also suggested a postponement of that event to give time for the new evidence to be considered. This postponement is now in hand.

Clarke Willmott reacted to the new evidence rather more vociferously, writing to both Richard Buxton and Burges Salmon (with copies going to the Deane) objecting that the new evidence was neither new or relevant. This has given Richard Buxton an opportunity to rebut Clarke Willmott and to reinforce our argument that the new evidence clearly calls for the Deane to reopen the whole matter.

What’s Next?:

We will not get a response from the Deane until such time as they have heard back from Counsel. In the meantime, the Oral Hearing will be re-scheduled to a later date giving us more time.

On the basis of Counsel’s advice, Taunton Deane can take one of two courses of action:

They can deem the new evidence insufficient to warrant reconsideration of the decision to refuse to revoke the Certificate.

They can agree, in the light of the new evidence, to reconsider the decision.

If they choose the latter course, they have two ways they can jump: either sustain or revoke the Certificate. The Council’s discretionary powers allow them the latitude to decide either way."

The Clerk has embarked on training to become CilLCA qualified. This will pave the way for the Parish Council to exercise the Power of Wellbeing.

The Parish Council has agreed to accept £15000 of S106 money for the provision of a childrens play area in Creedwell.

Following the attendance of Cllr Phelps and the Clerk at the European Sustainability Gathering Councillors agreed to investigate Community Centred farming.

Councillors were reminded that the next Allotments meeting will be on 29th November at 7.30pm in the Victoria Rooms. The meeting will be open to all.

Councillors agreed to join the Rural Services Network.

Milverton Parish Council Goes European!

Last week two representatives of Milverton Parish Council in Somerset braved strikes and demonstrations to travel to Poitiers in France to take part in the European Rural Sustainability Gathering 2010.

Intending to provide a 'glimpse to the future of rural Europe', 65 representatives from 13 countries worked together to gather ideas for better and more sustainable policies for farming and rural areas.

In tune with the Governments BIG Society ideas the workshop started from the view point that the ‘European project’ needs more genuine involvement and influence from citizens in decision making and also needs to allow them to take responsibility to carry out necessary reforms.

The workshop provided three elements

A marketplace of good practice and experiences from across Europe;
Visits to local projects to help draw up proposals for policy reforms.
Workshops to work out clear and powerful political messages to influence the ongoing process of Common Agricultural Policy Reform.

Councillor Trevor Phelps and Clerk Gwilym Wren attended for the Parish Council, drawing on their experiences of preparing a Parish Plan and the pressures on a village community in the 21^st century, such as dwindling services, locally sourced food and fighting large scale, inappropriate housing developments.

Mr Phelps said “This was a fantastic event and I learnt a lot about how other communities across Europe are dealing with the pressures of modern life. We have returned with some wonderful ideas and insights which will hopefully benefit the people of Milverton and help us take more responsibility for our own future growth and development.”

Mr Phelps and Mr Wren will be providing a full report to the next Parish Council meeting on 1^st November.

Notes for Editors

Decreasing turnout in European elections and growing scepticism against European Institutions have shown that new connections need to be built. In the coming three years the European institutions (Commission, Parliament and Council) will prepare a new framework for virtually reform all its policies and their financing, including the Common Agriculture and Rural Development Policies. This is a window of opportunity for people to say what currently goes wrong and what could be done better in the future in order to move towards more sustainable farming and rural development and to make more people enthusiastic about this.
The Workshop was organised by Forum Synergies (www.forum-synergies.eu) and Celavar (www.celavar.org/).
Milverton Parish Council is committed to sustainable development and is actively seeking way to allow the community to grow without being swamped.

Milverton Parish Council October Meeting

This evening the Parish Council approved planning applications for properties in Woodbarton and High Street.

The Parish Council voted to send the Clerk on a course to qualify for a Certificate in Local Council Administration.

Councillors discussed the ongoing problems in the village caused by through traffic and exacerbated by inconsiderate parking on narrow streets and pavements.

A proposal to divert several footpaths was discussed. Councillors were concerned that they would net be able to respond adequately in the time available and the Clerk was asked to request an extension.

The subject of dog fouling on the footpath to school was debated. This is a perennial problem and Councillors are now accosting culprits to try and deter this anti social behaviour.

A successful allotment meeting was reported. There will be a second meeting on 29th November to build upon the progress made.

Councillors noted with concern and regret the proposal to fell one of the Lombardy Poplars that has been a landmark at Creedwell for many years.

Successful Clean Up Day

Today about 50 parishioners including many children joined forces to clean up the village.

In an event organised by the Police and the Parish Council 4 teams scoured the village for litter and rubbish before bringing it to the Recreation Ground for collection.

Those who took part were rewarded with a barbeque and there was a mini assault course and paintballing for the children!

The weather was kind and everyone had a terrific time. Many thanks to Jo and Louise and their PCSO colleagues for organising the day and the entertainment. And thanks to John and Val Still for running the barbeque.

A brief report on tonights meeting.

Planning
Following a vigourous debate about noise generation Councillors decided to object to the extension of the outside terrace at the Globe.

Creedwell
The Parish Council will shortly be writing to Taunton Deane in respect of new information that has recently come to light.
Councillors thanked the organisers of the Mini Fest fundraiser which had been a spectacular success.

Village Clean Up
The Milverton village clean up days are on schedule to go ahead with the skip day on Thursday 16th Sept. Flyers will be delivered at the beginning of September to residents in Taunton Deane Housing with details. This is primarily for local authority residents however, other residents will not be turned away. The skips will be located at the Surgery car park in Creedwell Orchard, and in the turning circle at Courtfield.
The litter pick day will take place on Sat 18th Sept. Pickers are asked to meet at the Recreation Ground at 10.00am to collect bags, pick up sticks gloves etc. Then return to the rec when the village is spotless for BBQ refreshments and fun. Posters will be displayed around the village.

Dog Bins
In order to keep our village paths and strees clean the Parish Council reminds residents that bagged dog mess can be placed in ordinary bins as well as specific Dog Bins - SO THERE IS NO EXCUSE!

Tour of Britain
The village is looking forward to welcoming the race participants and organisers on 14th September.

Allotment Meeting
This will take place on 27th September in the Victoria Rooms. Allotment holders will have the opportunity to meet each other and raise issues with the Parish Council. The Council will also seek the views of allotment holders about greater participation in running the site. Light refreshments will be provided.

Sort It + Recycling Finally Comes to Milverton!

I am writing to inform you that residents within your area will shortly be added to the SORT IT Plus collections in Taunton Deane. As you will be aware, SORT IT Plus involves the addition of weekly collections of plastic bottles and cardboard to the standard SORT IT collections.

Residents due to be added to the service will be delivered an additional recycling box which is to be used for plastic bottles, cardboard and cans. They will also be delivered a leaflet and sticker for the existing recycling box (copies attached). Deliveries are due to begin this week, and collections start weeks commencing 13th and 20th September.

As this is the final phase in Taunton Deane, any suitable property that is not already on SORT IT Plus will now be added to the service.

Residents often query why we are only able to accept plastic bottles, and not other types of plastic containers. This is because until recently UK reprocessors were only able to sort and recycle plastic bottles and other types of rigid plastic packaging were not accepted or rejected. This is starting to slowly change, with some reprocessors accepting other types too, but the majority are still only able to recycle plastic bottles. SWP continues to keep this situation under review and will consider collecting other types of plastic if this can be done affordably and stable outlets secured, preferably in the UK.

Councillors noted with interest the reply from TDBC that it was permissable for residents to put bagged dog waste in normal bins.

Councillors supported the planning application to extend the outside seating area at the Globe but are seeking reassurances from TDBC about the proposed landscaping.

Councillors were reminded that the Village Clean Up will take place on 18th September with support from TDBC and Avon and Somerset Police.

Councillors were disappointed that SCC dismissed their concerns over danger to pedestrians from speeding cars and about poor parking. They were however, pleased that the railings near the Church were to be repaired.

Councillors were excited at the prospect of the Tour of Britain passing through the village on 14th September and hoped that village businesses would benefit.

At their own expense Councillor Trevor Phelps and the Clerk will be attending a Workshop about Sustainable Development for Rural Communities in France in October.

Milverton Parish Council Meeting 5th July 2010

Here is a brief report of tonights meeting.

TDBC has responded to the Parish Council's letter about the Planning Committee meeting that passed the Garden Centre in Wellington. TDBC apologised for not informing the Parish Council of the meeting but refuted all the other issues raised.

The Parish Council reveived a letter from a Fitzhead resident regarding the poor access on the day of the Street Fair. This will be passed to the Milverton Trust for consideration.

Following TDBC's cutting of the orchids on the roundabout (for the second year running!) more had been cut alongside a footpath. It was agreed to make sure that owners were informed and locations marked next year.

The Parish Council is to seek clarification of the use of ordinary bins for dog mess. It seems that it may be possible for dog walkers to use them, thus removing the need for expensive dog bins.

The Parish Council is to launch a survey into nesting birds and set up a website to collate results.

Parishioners prepared to look after a footpath are being urged to register with Rights of Way so they can be added to list for insurance purposes.

The Parish Council has had email notification that Path WG 7/43 which has been blocked by ploughing and cropping is to be dealt with by enforcement

The Parish Council is to to ask the 4 volunteers to share the Tree Warden post.

THe Twinning roses have been planted in the Jubilee Gardens. The Twinning Association are to be asked to help cover the costs.

Here is a brief report of the June meeting

Planning
Under delegated planning powers the Parish Council passed an application for a Replacement Single Storey Outbuilding at St Michaels House subject to conditions.

The Parish Council supported the applications for
1) approval of reserved matters at Spring Grove Market Garden and
2) tree works at 7 Woodbarton

Roads
Councillors discussed parking at length, particularly the problems in Fore St which is becoming blocked by badly parked cars on a regular basis.
Councillors agreed several actions including
- Asking SCC to consider double yellow lines in problem areas
- Asking the Police/PCSO to keep an eye out and talk to vehicle owners about responsible
parking.
- Look into options for a residents parking scheme.

Footpaths
There is a growing number of residents who have volunteered to look after individual footpaths. More volunteers are needed!

Village Clean Up
The Parish Council assisted by Taunton Deane and Avon and Somerset Police are organising a Village Clean Up Day on 18th September.
This is a real opportunity for all of us to get together to help clean up our beautiful village. As well as black plastic bags, hi visibility jackets and letter picking sticks Taunton Deane are providing two skips and a van collection service for large items.
The day will finish with a barbecue at the Recreation Ground and the Police are hoping to be able to organise paintballing as a thank you to younger residents who have taken part.

Allotments
Councillors agreed to organise a meeting for allotment holders.

Correspondence
There was a letter from the Milverton Trust stating that they were no longer in a position to run the May Day Street Fair and were looking for other village organisations or societies to take it on.

Finance
The Annual Audit was signed off.

About 53 parishioners attended tonight's Annual Parish Meeting.

15 village societies and organisations took stalls in the opening 'Market Place' section. They were:
The Twinning Association; Milverton Amateur Dramatic Society; The Fair Trade Cafe; St Michaels Church; Milverton Community School; Wellington Police/Neighbourhood Watch; Milverton Women's Institute; Milverton Concert Society; Milverton Film Society; Milverton Parish Council; Milverton Garden Club; Milverton Footpaths; Victoria Rooms and the Milverton and Fitzhead Society.

After apologies and the signing of the 2009 minutes Parish Council Chairman Geoffrey Godbert gave his report

"I will have been a parish councillor for 7 years this month. Not long, but long enough to realise it's a demanding and satisfying job with the inevitable bit of frustration along the way. So I thought I'd remind you of what your councillors get up to on your behalf every year. Naturally this contains some serious stuff but I hope this won't totally restrain my being light-hearted from time to time.

In the past 12 months, there have been 12 general Parish Council meetings (to which, incidentally, the public has the absolute right to attend). These meetings have taken up 27 consecutive hours of discussion and monitoring in dealing with more than 200 items. In addition, the Council held 12 seperate planning visits to more than 30 different locations in the village which further consumed 12 consecutive hours. Planning takes a major share of the Council's business and last year was no different to other years. We are proud that we continue to be one of the very few parish councils to be asked by a borough council (in our case Taunton Deane) to be responsible for decision-making on certain planning cases.

With planning a major concern, it isn't surprising that Creedwell continued to have a leading presence at Council meetings of the last 12 months aiming at helping Milverton to fight off attempted incursions into our countryside. It is good to know that the Action Group also continues to battle on under a new, thrusting and enterprising team determined to win the day for the village. Naturally these endeavours have the Council's warmest support and on a personal level, if I may say so, I am particularly proud that my poem "The Field" has been included on the Action Group website.

Other regular items at Council meetings range from making sure our many footpaths are and remain accessible to both the community and visitors (complete with the required range of rather murderous cutting edge tools and devices to help clear the way), monthly police reports (which is not to say that Milverton has anything like a criminal nature), to the search for a village Tree Warden and the satisfactory provision of village allotments (a favourite subject of mine). If you have never visited the allotments off Courtfield you are missing a treat.

One of the most frequently visited items on the Council's agendas is under "Matters to Report" in which all councillors have the opportunity to report on any item or items they think fit. And although this is the last item of any meeting when councillors could justifiably feel a bit tired, nevertheless it successfully runs the whole gamut of our village life: faulty street lights, blocked drains, pollution, trees needing protection, overgrown vegetation and a multiplicity of matters affecting roads - traffic, road signs, parking and safety to name a few; then there is the progress of carbon footprints, grants to those organisations who best deserve them and, of course, the challenging issue of how to quiz dog walkers on how they dispose of their pets' mess. It all makes for a demanding life which is willingly given by Councillors in the service of our community.

And thinking of that service reminds me that next May is election time at Milverton Parish Council (and elsewhere of course) and so I hope you won't mind too much if I express my liberal (small l!) view on how the future might be. Although I am a sprightly athlete in my young seventies, more seriously I think it would be wonderful if younger people could be the next generation of councillors. All you have to offer is a love of Milverton and a desire to protect its present and future. So why not? We are already on the brink of developing a small unit of affordable housing in the Milverton (which is the subject of a later talk) and which I am delightedf will allow local first-home users to be able to stay in the village they know and love. That is a definite start and, just as definitely, must be built on not only for the sake of our prosperity but also for our future itself.

Finally, it falls to me to honour the memory of Cllr Roy Whittle who died recently and who served for more than 30 years on Milverton Parish Council.

I should also like to pay tribute on behalf of the Council to former Cllr Trish Hennah who retired after giving 15 hard-working years to our footpaths."

The next item was an informative presentation about Affordable Housing from the Taunton Deane Housing Enabling Lead, Lesley Webb which included the wide variety of types and how they work in practice for communities and developers.

PC Jo Jeffrey then gave the Crime Report for the year and confirmed that we lived in one of the lowest crime areas in Avon and Somerset.
She reported on the success of the Community Speed Watch who had undertaken 16 watches leading to 158 letters being sent to speeding drivers.
She also confirmed that TDBC Housing Department were prepared to support the Village Clean Up by providing skips and equipment. It was proposed that the event should finish with a barbecue and paintballing on the Recreation Ground. She was going to liaise with the school over a possible date.
It was agreed to publish full details in a forthcoming Parish Magazine.

An up to date on the Creedwell situation was read. Essentially a final decision on the Judicial Review is awaited.

The next item concerned the future of the annual Street Fair. The Milverton Trust who had run it since its inception had now decided to give it up and were offering other village organisations and societies the chance to run it as a fund-raiser.

The last formal item concerned a suggestion put forward that the village start to record some of its local wildlife in particular swallows and swifts to see whether the population was stable. The idea was that those who wished to would submit a bird or nest count on an annual basis with the information being held on an website. There was broad agreement from the audience and the Clerk and Cllr Phelps agreed to take this forward.

Planning
Grave concern was expressed about the decision to give planning permission to build a Garden Centre on the northern outskirts of Wellington.
In particular Councillors criticised the failure of the Planning Committee to follow its own Standing Orders and the poor standard of advice received from Somerset County Highways.

Affordable Housing
It was reported that the Butts Way development had received conditional approval but there were one or two legal issues to be resolved.

Councillors reaffirmed their desire to have more Affordable Homes in the village. Lesley Webb of TDBC will give a short presentation to the Annual Parish Meeting on Monday 17th May.

Village Clean Up
Following enthusiastic support from the Police and TDBC the Parish Council will go ahead and organise a village clean up over the summer. It is hoped to agree a date at the Annual Parish Meeting.

New Grit Bins

With the help of grant aid from Cllr Tony McMahon the Parish Council has purchased 3 new Grit Bins.

One will be placed at the junction of Mill Lane and North Street and one will replace the damaged one in Butts Way.

The third is a wheely bin which will be kept in the Victoria Rooms for use in that area.

The Parish Council wishes to thank Cllr McMahon for his generous assistance.

Garden Centre Planning Committee Decision

The Wellington Road Garden Centre proposal went to TDBC Planning Committee on Wednesday 26th March.

After an hour of evidence and arguments, with the Planning Officers dismissing most of the points put forward as irrelevant, Councillors voted to refuse the application.

Unfortunately after a further hour they could not reach agreement with the officers on effective and defendable reasons and eventually those that were put forward were dismissed on a vote.

Accordingly without reasons to oppose the original motion was resubmitted for a vote and this time the application was passed on the Chairmans casting vote.

Severe concern has been registered at this outcome and the conduct of the meeting. For example many objectors were not told that the meeting was on and therefore did not get sight of the Planning Officers report until the meeting itself. There were also significant differences of opinion between some Councillors and the Officers over the interpretation of policy.

As this was only an outline application battle will no doubt be joined again when details are submitted.

Meeting March 2010: Brief Report

Delegated Planning Agreement
Despite some anomalies The Parish Council voted unanimously to continue the Agreement with TDBC for 2010/11.

TDBC Core Strategy
Councillors thanked the Clerk for a comprehensive response to the Strategy.
Following the Public Meeting about the Strategy, Councillors discussed the two empty properties in Creedwell. Apparently one will be the subject of possession proceedings in April while the other is believed to be privately owned.
As a result of questions at the Public Meeting Councillors also discussed the question of Affordable Housing. Recognising the distinction between Affordable (ie Social) Housing and private housing that is affordable to lower income buyers, Councillors felt they needed more advice and therefore agreed to invite the Chief Executive of Falcon Rural Housing to the next meeting.

Following a request from North Street residents Councillors agreed to purchase 2 new grit bins. Cllr McMahon kindly offered to contribute to the cost from his allowance.

The following matters were reported:
- The TDBC proposal to close the toilets was withdrawn because it was made after the Parish Council had set its precept for the year. It seems likely that this subject will be raised again later in the year.
- The posts supporting the railing on the path to the Church from Parsonage Lane have rotted and the matter will be reported to SCC.
- Councillors received a request to place a memorial bench in the Jubilee Gardens.

The Parish Council was pleased to welcome over 60 people to the meeting to discuss the Core Strategy and Small Sites consultation.

Inevitably much of the discussion centred on the proposal for 50 houses at Creedwell but there were also useful contributions about local housing need and employment provision.

The Parish Council has also set out its general position on the Core Strategy as follows:

MILVERTON PARISH COUNCIL'S POSITION ON THE PROPOSED CORES STRATEGY AND SMALL SITES CONSULTATION

Milverton Parish Council welcomes the opportunity to comment on Taunton Deane's Core Strategy and Small Sites Consultation.

Whilst it does not oppose the principle of some future growth and the development of the village as a Rural Centre, it feels that the proposal needs significantly more thought and consideration.

The Parish Council opposes the use of the Creedwell site for the proposed residential development of 50 houses, which it feels is based on lazy opportunism rather than a considered strategic growth plan for the village.

Furthermore the Parish Council is of the opinion that the current proposal would pave the way further development in the future in that part of the village which would cause massive problems. While the economic costs would be borne by the charge payers of Taunton Deane and Somerset, the social and environmental costs of these problems would be borne solely by village residents and the local historic environment.

Public Meeting on 17th February

The Consultation proposes 50 new houses at Creedwell Orchard and the Parish Council wishes to receive the views of the village before responding.

Meeting February 2010: Brief Report

Matters Arising
The new delegated planning agreement has been signed with TDBC.
The Parish Council website has a new domain name www.milvertonpc.org.uk

Councillors were pleased to welcome Ellen Harty from the Somerset Rural Youth Group who gave a brief presentation about the project. Its aim is a 50% reduction in anti social behaviour by 31st March 2011.
The project moves around the area trying to establish where antisocial behaviour is a problem and tries to meet the young people concerned to see what the causes are and what can be done about them.
The project team also liaises with parish Councils, Playing Field committees and the police.
The meeting identified a need within Milverton and Ellen promised a visit in the near future.

Councillors also welcomed Richard Stead the Head of Milverton Community School who also gave a brief talk. The school is thriving and receives good reports; the peer mentoring scheme is particularly successful.
Currently there are 207 pupils against a capacity of 210 of which 70% come from the village and 30% from elsewhere. Numbers are expected to stay constant over the next few years.

The Parish Council supported the planning application for a new building and chipstore at the sawmills.

Councillors then had a major discussion about Taunton Deane's Core Strategy. Members reaffirmed their strong opposition to development at Creedwell and resolved to
1) Produce a short public statement setting out their position and
2) Respond to the consultation strongly opposing the proposal to build 50 houses at Creedwell Orchard.
In view of the small attendance at the meeting, Councillors agreed to host a public meeting on 17th February in the Victoria Rooms when they would set out the Council's detailed response to the consultation. The Action Group would be invited to participate.

PC Jo Jeffrey reported that crime was very low partly because of the very cold weather. She also commended Horse Watch which was aimed at raising awareness of and preventing horse related crime.

Under Matters to report the proposed closure of the Milverton toilets by TDBC was raised.

Councillors approved the application subject to the conditions of time limit and materials set out in the Planning Officers report.
2) 23/09/0055 Erection Of Garden Wall Along Northern Boundary At Borough House, Silver Street, Milverton
Mr Phelps declared an interest.
Councillors heard comments from the applicant and 1 objector who felt the proposed wall would be too high and detrimental to his property.
Mrs Burton said that having seen the proposal from both sides she was satisfied that the privacy of both sides would be adequately protected and therefore was in favour.
On a vote Councillors approved the application 7-0 subject to the conditions of time limit and materials set out in the Planning Officers report.

Councillors had no comment to make.

Councillors were grateful for the opportunity to comment and felt that the proposed site would be prominent in the landscape and therefore would need adequate screening.

Tree Warden
None of the candidates were prepared to take the job alone so the Clerk will ask them to reconsider on a job share basis.

Grants
It was agreed to offer grants to Citizens Advice Bureau, Victim Support, The Samaritans and Milverton PCC.

Roads
Concern was expressed over the number and location of grit bins during the icy weather.

Crime
Continuing shed and outhouse break-ins.

Allotment Rents
It was agreed to increase the rents for 10 yards from £5 to £10 and for 5 yards from £2.50 to £5.

Matters to Report
The Parish Council may be approached for a grant to help repair the Church clock which is running 20 minutes fast.

New Blog

In response to those who are missing reports about the Parish Council in the local press I have decided to start a blog because it is easier to quickly dash off information and updates here on a daily basis than it is to send to the local papers to coincide with their print runs.
Hopefully the papers will use this as a source of information so that we can reach as wide an audience as possible.
